Some countries may not have the views of their government nor citizens recognized, even if it's supposedly for the greater good. Best example is for Japan, forcing the emperor to step down as part of the peace agreement when the citizens and emperor didn't want that. Because of their hesitation, Hiroshima and Nagasaki were bombed, and later on it was found that the emperor wasn't even responsible for most of the violence that had occurred.
