I actually have experienced this, in cases where access to the vaccine is available and easy to receive I would feel frustration with the person especially if I myself have the vaccine.

It would suck but if we are forced to put everything the government wants in our bodies to live life normally I think that leads to a slippery slope

I would not be happy, Because it puts everyone around them in risk. If there was a health risk if they took the vaccine then I would understand, otherwise I believe everyone should take it.

I'd think my friend would be silly and feel disappointed and frustrated. But ultimately it depends on the situation.

If it is very conclusive that it would effectively prevent than it would be sad if it was extreme.

I get the necessary vaccines, and if someone I know doesn't get those vaccines, then maybe they deserve it.
