I don't think you could fully understand experiences of a different race from you because you don't have like a full point of view of what it is like. But you can still help people of other race through those struggles and try learning and trying to be a better person and try treating others equally.

No, everyone goes through different things in their lives and it is to much for us to know everything about some ones life.

No, it is impossible to fully understand the experiences of a race different from yours.

Yes, I believe people of different races can understand the experiences of each other. The experience of being treated as "less than" is something many people can relate to, regardless of the pigment of someone's skin. It's the experience of being human and hurting, which we can all relate to.
