The 1st Amendment only prevents Congress from making laws against the freedom of speech, press, assembly, religion, and free exercise of such freedoms. That said, hate speech is protected because it is too broad and can be misconstrued to censor views one disagrees with from one that is provoking violence, threatening one's life, and putting such thoughts into action.
